Framing Effect

The framing effect is a cognitive bias in which the presentation of information, such as describing outcomes as gains or losses, shapes judgments and decisions, even when the underlying data are identical.

Example: Two descriptions of the same scenario present outcomes as gains or losses. One notes a 95 percent chance of no loss over five years; the other notes a 5 percent chance of loss over five years.
