Primary Market

The Primary Market in fixed income is the market where newly issued debt securities are sold to investors by the issuer (often with underwriters) in a first sale, before trading in the secondary market.

Example: A government agency announces a new 5-year note issue; an underwriting group submits bids and helps price the issue; once priced, the notes are allocated to investors and begin trading in the secondary market.
